Ahead of the 9th Session of the National Assembly XV (where 34 laws are expected to be discussed and ratified), on May 4, 2025, the Politburo issued Resolution No. 68 on private economic development to materialize the development goals and address new challenges of the country in this era.
The tasks and solutions concerning FDI are put forward:
– Build business linkage based on industry groups, value chains, and supply chains.
Encourage large enterprises to lead domestic supply chains and connect with small and medium-sized enterprises and individual business households.
Support the development of linkage clusters, especially in supporting industries, manufacturing, agricultural and food processing, information technology, and creative industries.
Determine that the transfer of technology, product testing support, technical assistance, knowledge and workforce training by large enterprises, as well as the use of products and services from small and medium-sized enterprises, is a key criterion for enjoying incentives.
Costs for training and retraining the workforce of small and medium-sized enterprises participating in the chains by large enterprises shall be included in deductible expenses for calculating taxable income for corporate income tax purposes.
– Encourage financial and credit institutions to provide capital funding for private companies operating within value chains and supply chains.
– Promptly implement support policies for research and development, training, consultancy, trade promotion, technology transfer, etc.
Support enterprises in obtaining certifications and standards required by export markets to participate in value chains and supply chains. The Government shall provide consultancy and trade promotion services to connect FDI enterprises with domestic enterprises in industrial parks, key economic zones, and free trade zones.
– Application of appropriate localization ratios on a phased basis in foundational and priority industries, requiring large-scale FDI projects to include plans for utilizing domestic supply chains from the project approval stage.
Support entrepreneurship for managerial and technical staff who have worked at FDI enterprises to leverage their experience, knowledge, management models, and networks with FDI companies for participation in supply chains.
